What is ENACT?  

ENACT – European Network Against Crime and Terrorism, is a knowledge network focused on the fight against crime and terrorism (FCT). The network is funded under the Horizon Europe Framework Programme in Cluster 3 – Civil Security for Society. The project addresses the call topic HORIZON-CL3-2022-SSRI-01-02 ‘Knowledge Networks for Security Research & Innovation’, aiming to collect, aggregate, process, disseminate, and make the most of the existing knowledge in the FCT area. 

The project aims to satisfy two major ambitions, 

  1. Provide evidence-based support to the decision-makers in the EU research and innovation (R&I) ecosystem in the FCT domain, targeted explicitly at enabling more effective and efficient programming of EU-funded R&I for the fight against crime and terrorism.  
  2. Act as a catalyst for the uptake of innovation by enhancing the visibility and reliability of innovative FCT security solutions. 

ENACT will channel all the resources available inside and outside the consortium and put them at the service of the FCT R&I community. To that end, ENACT’s activities aligned to the four pillars required for the successful operation of Knowledge Networks, 

  1. Networking,  
  2. Research, 
  3. Communication, Dissemination and Exploitation (CDE), and 
  4. Cooperation.  

The project will bring these four pillars together in a robust, efficient and effective manner, leading to a model for the future sustainability of the ‘knowledge as a service’ approach proposed by ENACT.

Personal information we collect  

During the research activities and the rollout of the ENACT project, personal data may be collected about you in a variety of ways. If your personal data is collected and processed, you will be referred to as the ‘Data Subject’. The five main areas where personal data processing operations may take place on the site are listed below. Please be aware that the list below is by no means exhaustive. In the circumstance the consortium learns about the necessity of a new data processing operation to be initiated, this list will be updated as soon as possible. 

  • Personal Data is any  information relating to an identified or identifiable natural person, directly or indirectly , such as your name, email address, organisation and personal CV, that you voluntarily give to us when you register on the Site or when you choose to participate in the following activities on the site: 
    • Sign up to the ENACT mailing list 
    • Request a report  
    • Register your project to be validated 
    • Register to be an evaluator 
    • Register to be an External Expert 
    • Register to an ENACT event

The Data Controller 

According to the GDPR (Article 4) and UK GDPR, “controller” denotes “the natural or legal person, public authority, agency or other body which, alone or jointly with others, determines the purposes and means of the processing of personal data”. In essence, the controller is the person or entity which leads the personal data processing operation by determining purposes and means for the processing (i.e. the entity that determines the “why” and the “how” of the processing).   

Within ENACT, processing operations are handled by different partners. Supervision over such operations and the determination of purposes and means are dealt with by the responsible partners in close coordination with the entity responsible for the project (i.e., project coordinator). How does ENACT process personal data?  

Personal information collected within the ENACT project are processed based on a number of legal bases. The most frequently relied on legal basis for the processing of personal data in the context of the project is in the legitimate interest of the consortium, which substantiates in the research activities carried out with the purpose of implementing the Grant Agreement no. 101121152, signed by the ENACT Consortium and the European Commission.  

The personal data collected by ENACT is used solely for the purpose of contacting you for the service requested and is processed by the following partners.  

  • Sign up to the ENACT mailing list – by CENTRIC for the purpose of sending you the ENACT newsletter.  
  • Register for an ENACT event – by CENTRIC to contact you to confirm your event registration 
  • Request a report – by PJ to contact you to respond to your request 
  • Register to be an evaluator – by EOS to contact you regarding your request  
  • Register your project to be validated – by the European Organisation for Security (EOS) to contact you regarding the request 
  • Register to be an External Expert – by PJ/CENTRIC to contact you regarding your request and maintain a list of relevant evaluators 
  • Your personal data may be shared with other organisations within the ENACT consortium when necessary, and only for the purpose of implementing the requested service. 

Within ENACT, personal data processing for non-commercial purposes is necessary for scientific research purposes. Mitigation measures are put in place in accordance with  Article 89(1) GDPR and based on European Union Regulation No 1291/2013 of the European Parliament and of the Council of 11 December 2013 Establishing Horizon 2020 – The Framework Programme for Research and Innovation (2014-2020) and Repealing Decision No 1982/2006/Ec. 

How long will we retain personal information?  

Any data provided will be retained only for the purposes described above. Data will be retained until the completion of the project, and, when necessary, up to five years post-project, to comply with legal obligations which the ENACT consortium may be subjected to, such as inspection or auditing requirements.  

Users may contact the relevant Data Controller to request the removal of their personal information at any time. In case this is not possible, you should receive a justified answer within reasonable time. 

Your personal data and your rights  

If you, as a Data Subject, believe that any of your personal data has been processed by ENACT, you are entitled to request the Data Controller to undertake the following actions:  

  1. Right to access - Data Subjects are entitled to request information regarding their personal data, including purposes, categories of information, recipients, retention, source of collection, transfer to third countries (non-EU Member States). Moreover, the data subject is entitled to receive a copy of such data.  
  2. Right to erasure or rectification – Data Subjects may request at any time for their personal data to be amended, updated or erased by the Controller.  
  3. Right to restriction of processing - Data Subjects have the right to request that their data are suspended from being processed, anytime the data results to be inaccurate or unlawfully or unnecessarily processed.   
  4. Right to data portability - Data Subjects shall have the right to receive their personal data in a machine-readable format, anytime they wish to transfer such data to another Controller representing a similar service.   
  5. Right to object - Data Subjects have the right to object to the processing of their personal data anytime they demonstrate grounds relating to their particular situation, unless the processing is conducted on public interest grounds and pursuant to Article 89(1).   
  6. Right not to be subject to automated decision-making or profiling - Data Subjects have the right not to be subjects to automated decision-making processes (including profiling) which substantiates in legal consequences for the Data Subject.
