This latest ENACT Flash Report highlights a highly specialised national ecosystem, characterised by strong public-sector leadership, operational end-user involvement, and targeted contributions from research organisations, higher education institutions, and specialised industry actors.
Finnish participation is particularly strong in Cybercrime and Societal Security Issues, with notable activity in cyber-enabled crime, Dark Net-related investigations, digital forensics, domestic violence and sexual abuse. The report also identifies targeted engagement in Organised Crime, including environmental crime, and terrorism-related areas such as explosives and the protection of public spaces. From a capability perspective, Finland demonstrates strengths in training and exercises, detection, investigation and forensics, data and intelligence management, internet-based investigation, protection technologies, training and simulation systems, and communication infrastructures.
