Greece occupies a strategically important and highly active position within the European Union’s Fight against Crime and Terrorism (FCT) research landscape. This latest ENACT Flash Report highlights a leading national profile, with Greek organisations participating in 34 of the 41 signed grants covered by the dataset and ranking first for both total participations and net EU contribution received in 2021–2024 FCT grants. The report points to a concentrated ecosystem of research and technology organisations, public-security authorities, universities and specialised companies working at the interface between advanced technology and operational security.
Greek participation is particularly strong in Cybercrime, followed by Organised Crime and Other Horizontal Societal Issues, with continued engagement in Terrorism and Radicalisation. The report identifies notable activity in Dark net investigations, Digital Forensics, Child Sexual Abuse, Economic Crime, Corruption and Fraud, Trafficking of humans & goods, Domestic violence & sexual violence, Hate Speech, Community Policing, Protection of Public Spaces and Explosives & explosive precursors. From a capability and technology perspective, Greece demonstrates strengths in Investigation and Forensics, Data, Information and Intelligence Gathering, Management and Exploitation, Training and Exercises, Internet-based Investigation, Data Analytics, Data Storage and Exchange and Interoperable Critical Communications. Overall, the report positions Greece as a central and highly connected contributor to European civil security research, combining strong digital-investigation expertise, intelligence-led capabilities and substantial participation across the Horizon Europe FCT portfolio.
