ENACT held its Annual Event for 2025 on the 16th and 17th December at the PJ Headquarters in Lisbon. The event brought together over 150 participants from across Europe, with participants drawn from LEAs, academia, research, industry, policy and European bodies and agencies.
The event opened with a welcoming address from ENACT coordinator Luísa Proença from Polícia Judiciária followed by three keynote speeches each on different European perspectives of the FCT ecosystem/
- Filippo Giacinti of DG HOME on Building the Foundations of Innovation: A Vision forCollaborative Security R&I
- Natalja Miolato of the European Research Executive Agency on Translating Policy into Action: Good Tips for ProjectManagement, and
- Wenche Medin from the Swedish Police Authority, representing the European Clearing Board on Connecting Innovation and Operations: The EuCB’s Role in Strengthening the FCT R&I Ecosystem.
This was followed by ENACT Project Manager André Alegria of the Polícia Judiciária, summarising the key developments from the ENACT project over the past year, including the latest flash reports, updates to the SKB, the 2025 State of Play Policy Report, and the FCT Maps.





The first day concluded with the first round table moderated by Cyril Piotrowicz from the Gendarmerie National focusing on the topic From Insights to Action: The Strategic Role of Knowledgein Security Innovation. The round table featured expert contributions from Grégory Mounier (Europol Innovation Lab), Juan Arraiza(European Anti-Cybercrime Technology Development Association), Maria João Guia (European Union Agency for Law Enforcement Training), and Filipe Rodrigues (Polícia Judiciária / ENACT).
Day two started with our second round table session on Bridging the Gap: Procurement as a Tool for Security Innovation Uptake moderated by Guillaume Brumter of the European Organisation for Security. The session featured panellists Filomena Vieira (Vieira Legal); José Manuel Colodrás (Policía Nacional); PauloMadeira (GS of the Portuguese Government); and Thierry Hartmann (French Ministry of Interior).





The validation session was a key pillar in the Annual Event bringing together 9 projects to demonstrate 14 different tools to the large number of LEAs present. Delivered through two sessions the first session contains tools from IMPROVE AinoAid; STARLIGHT multi-modal data analysis tool; STARLIGHT STRACT; STARLIGHT Trainable Logo Detection Tool; STARLIGHT Synthetic Face Sketch Generation tool; STARLIGHT Cyber Pattern Investigator; CEASEFIRE Mobile system for detecting firearms in scanned parcels. With the second session, we saw demonstrations from : PARTESS-COM; EMERITUS Platform; PERIVALLON Remote Sensing Tool; EMPOWER Calligraphus;TRACY Tool; DRUG HUNTER Analyzer Tool; CEASEFIRE Desktop system for detecting firearms in scanned parcels.








The final session of the day was the third round table moderated by Isabela Santos from KU Leuven on Tech Trends, Real-World Impact: Ethics, Gender and Bias in FCT Innovation with varying perspectives from Ioanna Pliota (ENACT Advisory Board); Donatella Casaburo (Université du
Luxembourg); Inger Marie Sunde (Norwegian Police Service); Catia Moreira Carvalho (DublinCity University and IPRI Nova University of Lisbon). The event was wrapped up witha final presentation from Luísa Proença.
