Flash Report: Country Profile – France

France plays a prominent role within the European Union’s Fight against Crime and Terrorism (FCT) research landscape, supported by strong participation in Horizon Europe security projects and a significant share of EU funding. This latest ENACT Flash Report highlights a mature and strategically aligned ecosystem, bringing together public authorities, law enforcement actors, research organisations, academia, and industry.

French participation is particularly strong in Cybercrime, with notable activity in digital investigations, Dark Web-related threats, cryptocurrencies, and digital forensics. The report also highlights sustained engagement in Terrorism and Radicalisation, the Protection of Public Spaces, Organised Crime, trafficking, fraud, and corruption. From a capability perspective, France demonstrates strengths in mobility and deployability, training and exercises, data and intelligence gathering, investigation and forensics, operational security technologies, communication systems, monitoring tools, and protective equipment. Overall, the report positions France as a key contributor to European civil security research, combining technological innovation with operational applicability and strong institutional involvement.
