Flash Report on AI and Implications on Victims

ENACT has published its latest Flash Report on artificial intelligence and its implications on and for victims of crime and terrorism. The report, developed after a request from INVICTIM (International Network Supporting Victims of Terrorism and Mass Violence) to support the 2026 INVICTIM Symposium, which has the theme Reimagining Victim Support in a Changing World: Learning from the Past, Succeeding in the Present, Preparing for the Future.

The report examines how artificial intelligence is reshaping the nature of harm, victimisation, and protection across security, justice, and wider society. It reviews the issue through four complementary perspectives – capabilities, technology, market dynamics, and ethical, legal and societal considerations – highlighting both the opportunities AI offers for faster detection, improved support and broader reach, as well as the risks linked to opacity, bias, large-scale harm and fragmented accountability. The report concludes by emphasising the need for victim-centred AI governance, stronger safeguards, and the consistent integration of transparency, human oversight and accessible redress mechanisms throughout the AI lifecycle.
