We are pleased to announce the publication of the ENACT State of Play (SOP) Fight Crime and Terrorism (FCT) Policy Report 2025.
This report serves as a critical policy support tool, designed to inform and guide European Commission (EC) services and strategically shape FCT research and innovation (R&I) programming. The report consolidates key findings, policy insights, and actionable recommendations derived from ENACT activities, covering recent developments from September 2024 to July 2025.
The report’s analysis builds on the outputs of the four ENACT observatories over the past year:
Policy View: Emphasises the critical importance of internal and external security, highlighting persistent cybersecurity threats such as ransomware and CSEM, the ongoing regulatory debate surrounding the EU AI Act, and the need for stronger safeguards in data protection.
Technology View: Focuses on advancing “responsible” security solutions that meet expectations for privacy and accountability. It showcases innovative, near-operational products for law enforcement, such as advanced chemical detection systems and cryptocurrency-tracing platforms.
Market & Standards View: Analyses EU funding (Horizon Europe) and procurement trends, noting a focus on equipment and investments aligned with crisis preparedness and physical security objectives.
Ethical, Legal, & Societal (ELS) View: Examines the transforming regulatory landscape, focusing on the implications of the AI Act, biometrics, data security, and the pressing need to enhance the security and protection of children online.
This report is a major output from ENACT and pushes forward the current FCT environment.
